This chapter explores Finland’s national Metaverse strategy including the perspectives of pivotal technology developers and users. The strategy, launched in December 2023, is the first national Metaverse strategy in Europe. It is structured around five core themes: technology enablers, business networks, Metaverse society, Metaverse health, and industrial Metaverse. To unravel the intricacies, a content analysis of Finland’s national Metaverse strategy report was analysed and a semi-structured survey was conducted with 20 prominent enterprises actively engaged in the development and application of virtual, augmented, and extended reality technologies within Finland.

This analysis sheds light on the opportunities and challenges inherent in governance for advancing the Metaverse through national strategies. It also provides insights into how private-sector enterprises in Finland perceive the public sector’s role in shaping Metaverse-related development practices within this technology-intensive realm. Moreover, this chapter expands its horizon by incorporating references to other national, local, and private Metaverse strategies and practices worldwide, contributing to a nuanced understanding of the global landscape in this transformative technological domain. Through a synthesis of these elements, a comprehensive view of Finland’s pioneering efforts in the Metaverse strategy and its implications for broader international developments is presented.
