Policy designs for advancing entrepreneurship in two developed countries : the Netherlands and Finland

The role of entrepreneurship policy has increasingly gained importance in shaping entrepreneurial activity across countries. Western countries particularly target early-stage and high-growth entrepreneurship to foster economic development. However, existing research on entrepreneurship policy lacks a comprehensive understanding of policy design that extends beyond policy goals to address tangible instruments and the rationale for their implementation. In this study, we examine the elements of entrepreneurship policy design(s) and identify the types of policy design that is utilized in two developed economies with different rates of entrepreneurial activity, the Netherlands and Finland. Drawing from a literature review, we identified individual, population and national level elements of entrepreneurship policy design and examined how these elements vary between the two countries. Our findings suggest that while there are differences in policy designs between the countries, it is crucial also to consider the broader national level context to fully understand the variations in entrepreneurial activity. Consequently, we argue that entrepreneurship policy alone can only contribute so much to advance entrepreneurship, and therefore, it is essential that entrepreneurship policy is integrated to, and co-created with, other policy domains.
