Abstract

Russia’s war in Ukraine has lasted for more than two years, and, in addition to its heavy human toll, its political and economic cost to Russia is becoming increasingly apparent. The war in Ukraine has severely impacted Russia’s state budget and economy. Budget concerns have had a ripple effect on the support that Russia has been able and willing to provide to regions and governments that once benefited from its generosity. Over the past two years, Georgia’s secessionist region of Abkhazia and its de facto government have realized that economic, political, and military support from Russia was never unconditional.
