This chapter takes a critical look at the
parallel implementation of the public e-government policy and the integration
policy in an intriguing Finnish context, where internet access is one of the
highest in the world and where significant immigration is a relatively recent
phenomenon. It offers a contextualized description of the everyday situations,
where migrants encounter the hybrid of ‘information society’ and ‘welfare
society’. The chapter aims to illustrate the role of, resources needed to use
and the deficiencies preventing effective use public e-services among migrants
aiming for labor market integration. Instead of aiming for generalizations, the
chapter deepens the understanding of the topic. The results are based on the
integration service providers’ interviews. They indicate that even if the aims
of e-government and integration policy (understood as policy aiming for social
inclusion) are parallel, e-government does not necessarily speed up
integration. The chapter brings the concepts of digital divide and information
disjuncture together and analyzes them in combination to language skills.
