Child's identity and citizenship begin in early years and continue developing during the whole human life. In citizenship education, the conception of citizenship has often been understood in a traditional way focusing on state citizenship. According to Arola (2008, 87) the local activities become more and more important for the citizens although these different tendences have been shown on a European level.
