This research project has been commissioned by the Ministry of Transport and Communications as part of the preparation of the government’s new media policy program and has been conducted in cooperation with media and communication policy stakeholders. Its aim was to produce a multidisciplinary social scientific study of the current state of media policy in Finland to be used in the preparation of a new national media policy program. Instead of a traditional sectoral approach, this report has sought a new, more holistic way of evaluating the development of media and communication. Thus, in the pre-sent final report, the current state of affairs is described from the viewpoint of the seven essential principles of media and communication policy (Picard and Pickard 2017) and an international comparison with the help of different research materi-als.
Finally, the report presents a model of a measurement instrument (meter) based on the results of the study for monitoring the changes of different aspects of Finnish media and communication policy. For monitoring the change in these seven policy aspects, a total of 26 variables and 52 different indicators are proposed. The variables represent the key dimensions of each essential principle. The proposed indicators are mainly quantitative and based on existing numerical data, which is regularly updated. Hence, many indicators will allow for a longer-term development review also in a retrospective way. However, some of the meters require data that does not yet exist or the production of which should be restarted. At the end of the report, the authors present their own recommendations for follow-up.
