Resilience of transport infrastructure - a conceptual review

This presentation summarises the findings of Publication no. 73 (2022) of the Finnish Transport Infrastructure Agency by prof. Lauri Ojala and prof. Pekka Leviäkangas on resilience of transport infrastructures.
The report relies on recent academic and professional literature and other trustworthy documentation, and discusses the following themes:
- context of transport network resilience (esp.in Finland);
- importance of a resilient transport infrastructure for the society;
- main definitions and indicators of transport infrastructure resilience;
- methods for measuring and controlling the resilience of transport infrastructure networks, and
- showing their applicability to Finnish conditions
It targets at public and private sector experts and organizations working in transport system financing, planning, construction, maintenance, and decision-making.
There are several definitions of resilience, but none universal nor exact. The term usually refers to the ability of a system to resist phenomena that are harmful to it, and to recover from adverse impacts with the least possible damage. The concept of resilience can also be seen as the inverse of vulnerability, which, in turn, comprises the following components: exposure, sensitivity, and tolerance.
