This chapter discusses Finnish state-owned enterprises and state ownership from a human rights perspective, presenting a historical and economic context, legal and policy instruments that frame the activities of state-owned enterprises in Finland. It then examines the extent to which a human rights perspective is integrated into state ownership policy, and – with a case study of six companies that operate in different sectors of the economy – into the governance structures of those companies.
