This is a background paper written for the Crisis Management Initiative in course of the cooperation around the the theme of the Civil War 1918 in Finland in the Spring 2018. Apart from the paper, the cooperation included a participation in a round table discussion at the CMI office in Helsinkin in March 2018 and a presentation at the CMI Staff Retreat in June 2018.
