Managing knowledge is a complicated issue in any organisation. Many organisations focus on the information systems to take care of the knowledge management. However, formal information systems just store a small fraction of the total knowledge of any organisation. Most

knowledge is in tacit and implicit form in the heads of the employees. So, human resources

management becomes an important issue. The interplay between humans and information systems is built to the governance structures of the organisation. The effective interplay of information systems and humans is crucial to successful knowledge management. The most important of these governance structures for our purposes are those of the organisation of the IT-management, and that of placing knowledge workers in a productive daily working environment. In this article we present a framework that takes all these aspects of knowledge management into attention in a balanced way. The Finnish Civil Aviation Authority is used as a case organisation, which new information systems strategy is mirrored and evaluated against our theoretical framework.
