Section 21 of Constitution of Finland has a basic rights provision conserning legal protection which, with regard to its legal significance and constitutional position, is comparable to other regulations on basic rights and liberties. In this study i will seek an answer to the question; as a representative of the public authorities as referred to in Section 22 of the Constitution, how can a judge ensure that everyone`s right to the prompt handling of his or her case as referred to in Section 21 is implement in the best possible way?
