The purpose of this study is to analyse international interaction of the 23 Finnish cities. The focus is on international activities and strategies focused on the Baltic Sea Region. The point of departure is that the cities have priorities of internationalisation. For the most parts, these priorities are expressed in written documents reflecting the emergence of local internationalisation strategies. Recently, the contents of international interaction has changed. Occasional connections have changed into more long-term co-operation focusing on local economic development. This change implies untraditional modes of internationalisation and "Baltic dimension" of networking. A case-study of Turku is presented as an example of a city with an individual profile of internationalisation.
